Residency Information

Cuyahoga Community College (Tri-C®) is supported by the taxpayers of Cuyahoga County and assisted by the state of Ohio. Students who are not county residents pay out-of-county or out-of-state fees. A student's official residency status is determined at the time of admission according to the residency policies of the state of Ohio, the Ohio Department of Education and the Tri-C Board of Trustees.

A change to a Cuyahoga County address does not constitute an automatic change to in-county residency for tuition purposes. It is the student's responsibility to request a change of residency status and provide supporting documentation to Admissions and Enrollment Services by the Friday before your first class starts in order for the change to be effective for that term.

There are four categories, eight exemptions, two provisions and one procedure under which a student may qualify for a change of residency status. If you feel you qualify for a change of residency based on the list below, please download the Petition for Change of Residency form and submit, along with supporting documentation, to any Admissions and Enrollment Services area.

Petition for Change of Residency

Categories

  • C-1: Dependent Student: The spouse or dependent student of a legal resident of Cuyahoga county (in county tuition) or any other county (out of county tuition) in the state of Ohio for at least 12 consecutive months preceding enrollment.
  • C-2: Independent Student: A financially independent student who has been a resident of Cuyahoga county (in county tuition) or any other county (out of county tuition) in the state of Ohio for at least 12 consecutive months preceding enrollment.
  • C-3: Dependent Student: The spouse or dependent student of a person who is residing and employed on a full-time basis in Cuyahoga county (in county tuition) or any other county (out of county tuition) in the state of Ohio.
  • C-4: Student is a U.S. military veteran or is the spouse or dependent of a veteran who has been honorably or medically discharged with at least one year (90 days for Chapter 30 and 33) of service.

Exemptions (May qualify you for in-county or in state tuition rates)

  • E-1: Independent student living in Cuyahoga county who is employed on a full-time (or part-time and self sustaining) basis and pursuing a part-time program of study may be eligible for in county tuition. Independent student living in any other county in the state of Ohio who is employed on a full-time (or part-time and self sustaining) basis and pursuing a part-time program of study may be eligible for out of county tuition.
  • E-2: Cuyahoga county residents (in county tuition) or resident of any other county (out of county tuition) in the state of Ohio serving in the military and their dependents.
  • E-3: Spouse or dependent of military service member serving on active duty status in the US military who is stationed and residing in Cuyahoga county ( in county tuition) or any other county ( out of county tuition) in the state of Ohio.
  • E-4: Cuyahoga county resident ( in county tuition) or resident of another county (out of county tuition) in the state of Ohio who was transferred by an employer beyond the territorial limits of the United States while maintaining Ohio residency.
  • E-5: Migrant Workers
  • E-6: Community Service Workers
  • E-7: Marital Hardship
  • E-8: Ohio National Guard

Provisions

Effective January 2012, a newly adopted provision called Forever Buckeye extends the in-county/out-of-county resident tuition rate to any Ohio high school graduate who left the state but returned to enroll in an Ohio public institution of higher education and has established domicile in Ohio. To qualify, print and submit the Petition for Change of Residency.

Procedure

A student who was previously an Ohio resident, has not resided outside of the state of Ohio for longer than 12 consecutive months, and has reestablished domicile in Ohio. Petition for a Change of Residency form along with documentation will be required.

Students attending Cuyahoga Community College from an area impacted by a natural disaster have one year from the occurrence to utilize the Natural Disaster Tuition Waiver. Please complete the residency petition form and submit the petition form to Admissions and Enrollment Services for review.

For additional information on residency for tuition purposes, please refer to the Ohio Revised Code 3333.31 and Ohio Administrative Code 3333-1-10.
